In the early days, an established body was set up among the rulers of the Malay States in 14 with the purpose to select the best flag design for the Federation of Malaya. Out of 7 entries, the Federal Legislative Assembly shortlisted only three designs.

After a public survey conducted by The Malay Mail on 8th November 14, the design by an architect, Mr.Mohammad bin Hamzah, who worked with the Johore state government, was chosen as the ideal design. After a few amendments, the Council of Rulers endorsed it as the official flag of the Federation of Malaya on 1th April 150.

The upper most left featured a blue quarter with a yellow crescent and an eleven-pointed star. The flag was immediately approved by H.M.
